1. Introduction
Before EWP, Erasmus+ mobility administration was overwhelmingly paper-based, even though most universities had digital systems internally. The core problem: Each university stored mobility data in its own system, but to exchange it with partner institutions, the data had to be printed on paper, sent physically, and then re-entered manually at the receiving institution. This meant that nearly 400,000 students going abroad each year generated enormous administrative overhead — duplicated data entry, postal delays, lost documents, transcription errors, and staff time consumed by paperwork instead of supporting students.

The EWP framework is the network/protocol layer — think of it as the "internet" for Erasmus data. So, it is like a motorway through which academic data can run. All UNINOVIS partners have adhered to EWP.
However, EWP in itself is not sufficient for everyday work: we still need the applications that allow us to move our data (like we need browsers to surf the web or email applications to send/receive emails). EWP does not force universities to use a specific applications. We find three main options.
- EWP Dashboard, an application developed by EWP (it is like a basic browser). It also includes applications such as OLA, the Online Learning Agreement tool.
- Third-party applications, such as MoveOn, SoleMove, which can also use OLA via the EWP network.
- Develop your own application (e.g. Italian Universities have develop a tool named ESSE3 that is used only in Italy).
One important extension of EWP is its grade conversion system. Currently EGRACONS is independent of the EWP Dashboard. However, one of the goals of EWP 2.0 project is to make the two compatible. That is:
- Today: EWP sends transcript → staff manually checks EGRACONS → enters converted grades
- Future: EWP sends transcript → grade conversion happens automatically via EGRACONS data
So EGRACONS is not part of the Dashboard today, but the integration is being worked on so that grade conversion becomes a seamless part of the EWP data exchange rather than a separate manual lookup. Next figure show the basic architecture of EWP:

2. Main mobility tools
2.1. EWP Dashboard (Erasmus Without Paper)

About the EWP Dashboard - Erasmus+
Description: Free tool from the European Commission to manage Erasmus+ student mobility digitally. Replaces paper-based information exchange between universities (learning agreements, nominations, transcripts). Part of the European Student Card Initiative. Run by: European Commission (Erasmus+ programme)
Similar to MoveOn but part of EWP automatically, connected to Online Learning Agreement (OLA) tool, erasmus virtual assistant (EVA) and Erasmus+ mobile app.
Several important parts of the infrastructure are already available.
- Inter-Institutional Agreement Manager: create, negotiate and update your Inter-Institutional Agreements in a machine-readable format
- Erasmus Virtual Assistant (EVA): manage applications for mobility and nominations. This works in tandem with the Erasmus+ App as a student interface
- Online Learning agreement (OLA): create and manage your learning agreements online in a machine-readable format
- customise the mobility journey for your institution: you can add institution-specific information in the mobility journey in the Erasmus+ App alongside with information about deals, events and useful tips
UNINOVIS participation: All UNINOVIS partners are users. EWP is becoming mandatory for all Erasmus+ participating institutions.

2.4. ESSE3
ESSE3 is a comprehensive Student Management System developed by Cineca (through its subsidiary Kion) and used by approximately 80% of Italian universities. Unlike MoveON or SoleMove, which focus specifically on mobility, ESSE3 is a full university management system that handles the entire student lifecycle:

3. Other important tools
3.1. OLA (Online Learning Agreement)
Digital platform for creating and sharing Learning Agreements between home and host universities during Erasmus+ mobility. Replaces paper-based processes.
- Maintained by: Aristotle University of Thessaloniki, European University Foundation, Erasmus Student Network. OLA is the standard tool for Erasmus+ learning agreements.
Integrated in EWP Dashboard, includes virtual components in mobility agreements and also connected to SoleMOVE

3.2. EGRACONS (Grade conversion tool)
Free web-based tool for grade conversion across European universities. Allows institutions to upload grade distribution tables and convert grades transparently using standardized methodology.

4. Is it necessary that all partners adopt the same tool accross UNINOVIS?
Within UNINOVIS, different partners use different mobility management tools:

Short answer: No — the current diversity is fine. The whole point of the EWP (Erasmus Without Paper) network is precisely to allow each institution to use its preferred tool while still exchanging data seamlessly with all partners.
- EWP is the interoperability layer. All four tools (EWP Dashboard, MoveON, SoleMove, ESSE3) are connected to the EWP network. This means IIAs, nominations, learning agreements, and transcripts flow automatically between partners regardless of which tool each one uses.
- Each tool fits its institution's ecosystem. ESSE3 is deeply integrated into the Italian university management infrastructure; SoleMove is the standard in Finland; MoveON is widely adopted in Germany. Forcing a switch would disrupt each partner's existing workflows and integrations.
- The EC designed it this way. The European Commission explicitly built EWP as a protocol, not as a single product, so that universities could keep their own systems.

Why standardizing would be problematic

Next steps: What UNINOVIS should focus on!
- Ensure all partners are fully connected to EWP. Verify that every partner's tool is properly configured and that all EWP API endpoints (IIAs, mobilities, ToRs) are active and tested between all UNINOVIS pairs. (Technical Body)
- Adopt common workflows. Agree on shared timelines and procedures for nominations, learning agreements, and transcript exchange — regardless of which tool each partner uses. (WP3)
- Use the EWP Dashboard as a fallback. For any partner or process not yet covered by a third-party connector, the free EWP Dashboard provides a reliable baseline. (Technical Body)
- Plan for EGRACONS integration. When EWP 2.0 launches with built-in grade conversion, coordinate the adoption across all partners to enable automatic grade table exchange. (WP2+WP3+Technical Body)
- Share best practices. Create a UNINOVIS mobility handbook documenting how each partner's tool connects to EWP and what the common procedures are. (WP3+Technical Body)
